Assessment Options
Different property decisions call for different levels of environmental due diligence. Reliance can help match the scope to the transaction, lender requirement, property history, and risk profile.
Appropriate for many commercial real estate transactions, refinancing requirements, and environmental due diligence where ASTM E1527-21 and All Appropriate Inquiries support are needed.
A limited environmental screening option that may help with preliminary review, but it is not the same as a full Phase I ESA.
Used when recognized or suspected conditions require sampling, laboratory analysis, subsurface review, or further evaluation of soil, groundwater, hazardous substances, petroleum products, or asbestos.
Process
Reliance helps clients move from uncertainty to a practical environmental path, whether the issue begins with a transaction, lender request, known condition, or redevelopment plan.
Start with the property, transaction, deadline, lender requirement, known condition, or redevelopment objective.
Evaluate prior uses, ownership history, directories, title information, aerial photographs, maps, databases, floodplain status, wetlands, and surrounding property risks.
Conduct site reconnaissance by experienced professionals, including the subject property, visible conditions, improvements, and relevant adjoining-property concerns.
Determine whether the matter calls for a Phase I ESA, Transaction Screen, Preliminary Risk Assessment, Portfolio Environmental Scoring, Property Condition Report, or another focused review.
When recognized or suspected conditions are found, move into Phase II work with soil, groundwater, asbestos, hazardous substances, petroleum products, lab analysis, and risk evaluation.
Support corrective action, remediation planning, tank closure, abatement oversight, regulatory reporting, reimbursement documentation where applicable, and final project records.

Registered Professional Engineer
Eddie Bock holds an advanced degree in Chemical Engineering and a Certificate of Proficiency in Air Pollution Control Technology from Georgia Tech. He did graduate and post graduate work in environmental engineering, with a concentration in air pollution and water treatment. A Registered Professional Engineer in Texas, he possesses solid experience in the technologies used today in environmental engineering and remediation.
Mr. Bock has a solid background as a process and development engineer, with emphasis on the specification and design of systems, the preparation of operating manuals and operator training. He has managed projects from conception to completion and dedication in the refining and chemical industries.
In an ongoing pursuit to improve our efficiency and service capabilities, Reliance has invested heavily in vital field equipment and technological improvements in the offices. Reliance has installed a network of computers capable of accessing environmental databases, maps and other requisite data within minutes. Sophisticated computerized modeling programs are utilized to characterize subsurface soils and groundwater. Reliance has developed an extensive in-house library of digitized aerial photographs, which are instrumental in reviewing prior uses of properties.
